India’s Permanent Representative to the United Nations, Ambassador Ruchira Kamboj on Thursday delivered the G4 Statement on Equal Representation of the United Nations Security Council at the United Nations General Assembly (UNGA). During this, Kamboj said that equal representation in the Security Council was included in the agenda of the General Assembly 40 years ago. He said that it is a matter of regret that even after four decades there is nothing concrete to work on this issue.

Representation will decrease if reform is stopped

Ruchira Kamboj said that the current geopolitical scenario is still not visible in the council. In contrast, many other international institutions attempted to change and adapt. There is no reason to keep the Security Council out of it. He said that the longer Security Council reform is delayed, the more representative it will be and that representation itself is an indispensable precondition for its legitimacy and effectiveness.

Defense Council reform should be a priority
On behalf of the G4 countries—Brazil, Germany, Japan and India—Kamboj said, “It is important to note that during this year’s High-Level Week, including the General Debate of the 77th General Assembly, more than 70 Heads of State and Government and High-level government representatives emphasized that Security Council reform must be one of our priorities during this session. The widespread support for this issue confirms its relevance and urgency.

It is necessary to increase membership in both categories
The Permanent Representative of India stressed that it is high time to bring the Security Council in line with its responsibilities to work on behalf of the entire membership. “This cannot be achieved without increasing membership in both categories. Only this Council will be able to effectively manage today’s global conflicts and increasingly complex and interconnected global challenges,” he added.
