UAPA Act: The government on Wednesday told the Rajya Sabha that the conviction rate in cases taken up by the Center under the Unlawful Activities Prevention Act (UAPA) has been up to 100 per cent. Minister of State for Home Nityanand Rai said the conviction rate has been 100 per cent in cases related to jihad, terrorism and Left Wing Extremism, which were taken up by the Centre. He said that the average rate of conviction in the cases taken up by the Central Government is 94.17 per cent. Rai was replying to supplementary questions during the Question Hour in the Upper House. Along with this, he said that the National Crime Records Bureau (NCRB) compiles the data received from the states.

Conviction rate low in UP

He said that along with the Center, the state governments also register cases under UAPA and take action. On concerns raised by some members over the low conviction rate in such cases in the states, especially Uttar Pradesh, Rai said court decisions have not come in all cases. He said that such cases are in various stages and while some cases are under investigation, some cases are under trial. He also said that the figures of people arrested under UAPA are not kept religion-wise. He said that the UAPA has been amended from time to time keeping in view the changing needs so as to check terrorism and activities causing harm to the country.

Emphasis on complete elimination of terrorism

He said there was a change in the activities of the terrorists and they changed its character. Rai said that the policy of the present government is zero tolerance to terrorism and it is working for complete eradication of terrorism.
