Uttar Pradesh: The Uttar Pradesh government is preparing to make the qualification of passing the Teacher Eligibility Test (TET) mandatory for the recruitment of teachers in madrassas in the state. In order to provide quality education in madrasas, the state government is preparing a proposal in this regard. State’s Minister of State for Minority Welfare, Danish Azad Ansari said on Sunday that the state government would make TET certificate mandatory in the recruitment of teachers in madrassas. A proposal is being prepared for this. He said that the NCERT syllabus has been implemented in the madrasas of the state to provide quality education to the students, as it is a scientifically prepared course, so it is imperative to have trained teachers to teach it better.

This will lead to discrimination among madrasa teachers

He said that in view of this, the government is going to force the participants to pass TET for the recruitment of teachers in madrasas. However, Ansari clarified that the requirement of TET will not apply to teachers of Urdu, Arabic, Farsi or Diniyat. It will be applicable only on the recruitment of teachers teaching NCERT syllabus. To a question whether the management committees have the legal authority to recruit teachers in madrassas, whether the government will make any changes in the law to make TET mandatory in recruitment, Ansari said, “No, nothing like that will happen. That’s all. We are going to do so much that TET qualification should be made mandatory in the recruitment of teachers of modern education in madrasas.

In 2017, the Uttar Pradesh government had approved teaching from NCERT books in Tathaniya (Classes I to V), Faukania (Classes V to VIII) and Madarsas of Aliya or Uchhi Aaliya level (high school and above). Hakim Abdul Haque, Joint General Secretary, Teachers Association Madaris Arabiya, said about the preparation of mandatory TET for madrasa teacher recruitment, that this would encourage discrimination among madrasa teachers. He said that by making TET mandatory for teachers imparting modern education, there will be a practical difference of merit between teachers teaching in the same madrassa, because the educational qualification of teachers who are recruited by passing TET is Deeniyat or teaching Urdu, Arabic, Persian. more than teachers.

He said, “He will be a trained teacher and if he comes after passing the recruitment test, will the government keep both the teachers in the same category? This will increase the possibility of discrimination, just like permanent teachers and Shiksha Mitras in primary schools. Haq demanded that the government should also find a way to conduct B.Ed or D.El.Ed for the teachers who teach Urdu, Arabic, Persian and Diniyat and this would happen only if the government either in madrasas Give concession to the teachers teaching in junior classes of the U.S. to get these degrees or prescribe special TET courses for the teachers of Diniyat and Madrasa teaching Urdu, Arabic, Persian.

It is noteworthy that as per the procedure currently applicable for the recruitment of teachers in madrassas, the minimum qualification for a teacher teaching in Tahitaniya (Class I to V) should be Alim or Intermediate with Urdu or any equivalent certificate. Apart from this, the minimum qualification for teacher to teach in Fauquania (Classes V to VIII) is Kamil degree or Arabic Persian or Bachelor’s degree from a university with Diniyat and Fazil or Arabic or Persian for Aliya (High School and above) class teacher. OR Must have a Post Graduate degree in Dharma Shastra. There are about 16,461 madrassas in the state that are affiliated to the madrasa board. Of these, 560 madrasas are subsidized by the government.
